Merrionette Park, Illinois, Sep. 24 /Dolf Olviederlag/ -- During the 2000 Internet bubble meltdown, the telecom industry learned the hard way that wild spending on network infrastructure was not the best approach to attracting new business and investment. Over the past 7 years the industry, particularly the CLECs (Competitive Local Exchange Carriers) have been focusing on building products that offer more bang for the buck in order to compete with the Bells in their own backyards. One product that has become the flagship offering to small to medium size businesses is the dynamic integrated T1 line, which combines all the usefulness of 24 regular phone lines into a singe T-1 capable of delivering high-speed broadband on the same connection.

"The average cost of a business phone line from the Local Bell Operating Company (ILEC) has remained constant for the past ten years" noted Edwin Jones, a senior market analyst and telecom industry expert. "At the same time the prices of T-1 lines have declined from near $1000 per month to a staggering $350. Keeping in mind that a T1 connection is the equivalent of 24 regular phone lines all bundled into one, it comes as no surprise that demand for these services in on the rise."

The two basic Integrated T1 line configurations, as they exist in today's market, are analog and digital. Commonly referred to as "trunks", these 24-channel bundles transmit TDM signals directly to the service provider's network via a local loop. Unlike analog trunks, whose configuration can not change once the channels have been allocated, digital "dynamic" lines can change reconfigure themselves from data, to voice, and back again. This ability to reclaim voice channels for data broadband access when not in use gives the user the performance of two T1's in one.

Prior to the advent of the "all digital" integrated T-1 in 2005, customers only had one choice when it came to dedicated service: analog trunks (24 line bundles). Not only where analog trunks expensive - the average cost ranging from $800 to $1500 per month depending on the user's geographic proximity to the LECs point of presence - they could not re-allocate unused voice channels to carry data. Digital trunks, on the other hand, can reclaim voice lines not in use and put them to work carrying high-speed data packets. That means users enjoy the full 1.5 Mbps of broadband when they are not on the phone.

Dynamic integrated T1s are a fairly new phenomenon. Unlike their analog counterparts that can never deviate from their initial set up configurations, dynamic T1s are able to convert voice phone calls into data packets and them prioritize their delivery through an all-digital trunk. The ability to break everything down into the lowest common denominator (digital) allows the system to change on-the-fly to reclaim phone lines for high speed Internet the second the phone call is terminated. An integrated T1 essentially provides the end user the same service as one data T1 line and one voice T1 line, for half the cost.

One might think that, given the cost - benefit analysis of the integrated T1 value proposition, more businesses would be changing over to the new platform. However, the rate of adaptation is rather slow. Rob Butler, head of the Telecommunications Research Institute, thinks that "phone companies have a problem with trust amongst their user base. For many years, customers have dealt with increasing rates, long hold times, and frustration in general. Now, it appears, the ice is finally starting to melt and customers are opening themselves up to new technology.

Change does not happen quickly in an industry as so heavily regulated as Telecommunications. Recent industry consolidation has provided huge alternatives to the incumbents, who are now under pressure to keep up with new technologies while charging better prices to retain and attract new customer bases. As the competitive local exchange carriers continue to compete by introducing new and exciting products at prices most small businesses can afford, they are coming up against increasing resistance from the RBOCs who are forces to lease their own copper lines to these CLECs at reduced rates. This reality has the CLECs rushing to deploy their own networks and fiber routes, but the FCC may ultimately relax the mandate - leaving all of us wondering how long the party is going to last.

Definition 1. - A high-speed digital connection capable of transmitting data at a rate of approximately 1.5 million bits per second. A T1 line is typically used by small and medium-sized companies with heavy network traffic. It is large enough to send and receive very large text files, graphics, sounds, and databases instantaneously, and is the fastest speed commonly used to connect networks to the Internet.
