Definition 1. - A type of high speed Internet connection that provides a great deal of bandwidth. Many businesses lease T1 lines to connect to the Internet, but because they are expensive and offer more bandwidth than most small businesses and homes need, they are not realistic solutions for small and low-demand Internet users.

Definition 2. - The T-carrier system, introduced by the Bell system in the US in the 1960's, was the first successful system that supported digitalised voice transmission. The original transmission rate (1.544 Mbps) in the Rutland T1 line is in common use today in ISP (Internet Service Provider) connections to the Internet

Definition 3. - The T1 (or T-1) carrier is the most commonly used digital line in the United States, Canada, and Japan. In these countries, it carries 24 pulse code modulation (PCM) signals using time-division multiplexing (TDM) at an overall rate of 1.544 million bits per second (Mbps). T1 lines use copper wire and span distances within and between major metropolitan areas. A T1 Outstate System has been developed for longer distances between cities.

Definition 4. - A high-speed digital connection capable of transmitting data at a rate of approximately 1.5 million bits per second. A T1 line is typically used by small and medium-sized companies with heavy network traffic. It is large enough to send and receive very large text files, graphics, sounds, and databases instantaneously, and is the fastest speed commonly used to connect networks to the Internet. Sometimes referred to as a leased line, a T1 is basically too large and too expensive for individual home use.

Rutland, Vermont, Sep. 02 /Zackary Smith/ -- During the 2000 Internet bubble meltdown, the telecom industry learned the hard way that wild spending on network infrastructure was not the best approach to attracting new business and investment. Over the past 7 years the industry, particularly the CLECs (Competitive Local Exchange Carriers) have been focusing on building products that offer more bang for the buck in order to compete with the Bells in their own backyards. One product that has become the flagship offering to small to medium size businesses is the dynamic integrated T1 line, which combines all the usefulness of 24 regular phone lines into a singe T-1 capable of delivering high-speed broadband on the same connection.

Vermont, ordinarily not known for its telecom prowace, has been a hotbed for businesses making the move to dynamic telecom lines. One local business owner - Linda Peterson - who operates a travel agency, recently told us that "I never expected the phone company to come out with anything that would help me lower my costs. On the contrary. Ma Bell has had a history of raising my rates and making my life difficult. When I heard about the XO Flex package (offering 10 dynamic voice lines and 1.5 mbps of high speed Internet) at a price of under $500, I couldn't move over fast enough." Since then Linda reported a $150/month savings in her telecom expenses.

The two basic Integrated T1 line configurations, as they exist in today's market, are analog and digital. Commonly referred to as "trunks", these 24-channel bundles transmit TDM signals directly to the service provider's network via a local loop. Unlike analog trunks, whose configuration can not change once the channels have been allocated, digital "dynamic" lines can change reconfigure themselves from data, to voice, and back again. This ability to reclaim voice channels for data broadband access when not in use gives the user the performance of two T1's in one.

Min Lieu owns a small insurance agency in Vermont. Five years ago he signed up with XO Communications for a TDM-based integrated T1 line for $870/month, which did not include local or long distance calling. Recently, he was offered XO's version of a dynamic circuit called "XO Flex" for half of the price he was already paying. "I would have been a fool not to take the deal" stated Mr. Lieu. "I'm able to add headcount with additional voice lines, without any increase in expense or degradation in high-speed Internet performance."

Adoption of new technologies take time, and dynamic integrated T1 service is no different. Since the telephone service is regarded more as a utility than anything, business pay very little attention to changes in the industry. Significant price reductions and incentive packages need to be placed on their doorstep by proactive consultants and telecom salespeople in order to grab their attention. However, once the new technology begins becoming commonplace in the industry, momentum builds and soon the new products become standard. Businesses soon see themselves at a disadvantage to their piers if they don't adapt and keep up.

"For years I've played tug-o-war with the phone company who provided voice and data service to my toy manufacturing company" commented Troy Bergfeld of Houston Texas. "They kept trying to sell me services I didn't need, it took them months to finally send me a correct bill, and I wasn't able to recapture bandwidth from my T1 line when nobody was using the phone. Now that has all changed - my Telarus product specialist recommending I give XO Communications a try. Now I use their FLEX T1 product and I pay less and get exactly what I want. I have even add another T1 seamlessly when the time comes for my business to expand."

Change does not happen quickly in an industry as so heavily regulated as Telecommunications. Recent industry consolidation has provided huge alternatives to the incumbents, who are now under pressure to keep up with new technologies while charging better prices to retain and attract new customer bases. CLECs are continuing to find new and loyal customers in the small business space, but for how long will this trend continue? Will the RBOCs ever be able to give them a fight on a level playing field? Only the FCC knows that answer to that question - all we can do is be thankful for the past 12 years of progress and hope we never return to the pre-1996 era of Telecommunications.
