Rutherford, Tennessee, Aug. 11 /Chris McMillen/ -- The digital universe, and the way people connect to it, is changing. Small businesses, in particular, are discovering new high-speed Internet and telecom options that are now squarely within their budgets. Through a myriad of mergers and acquisitions, telecommunication providers have greatly enhanced their integrated T1 products with features that businesses can't live without, all while dropping the price to about half of what they were just two years ago.

"I think the telecom industry in general has turned a corner" opined Jerry Gold of Boston, Massachusetts. "They have finally developed products that are understandable by the industry outsider and, thanks to competition, priced these services in a range that most small businesses can afford. For over 20 years I dreaded dealing with 'the phone company'. But now that I've switched over to One Communications, my integrated T1 is doing everything I need it to, for under $450/month. One actually answers their customer service calls and makes me feel like I'm part of their family. It was a long time coming, but I'm finally able to end the fight with the phone company so I can focus on my sports memorabilia store."

With any new advancement in technology there is usually a lag in the time it take users known as "early adapters" to try out and begin using the new services themselves. Although dynamic T1 service has been available in many US markets since 2005, it's just now that we have observed people beginning to embrace the new technology. One such business that recently changed from a voice PRI and data T1 line on to one, dynamic T1 line is Jason Oliver, a small business owner in Los Angeles, California. "When I found out that I could replace my two T1's with one single dynamic integrated circuit (offered by TelePacific Communications), I had two thoughts: 1- where do I sign, and 2- why didn't someone tell me about this sooner!"

Min Lieu owns a small insurance agency in Tennessee. Five years ago he signed up with XO Communications for a TDM-based integrated T1 line for $870/month, which did not include local or long distance calling. Recently, he was offered XO's version of a dynamic circuit called "XO Flex" for half of the price he was already paying. "I would have been a fool not to take the deal" stated Mr. Lieu. "I'm able to add headcount with additional voice lines, without any increase in expense or degradation in high-speed Internet performance."

From 1997 to 2007, the average cost of a POTS (plain old telephone service) line from the Bells has hovered in the $50 - $80 per month price range. During this same time period, integrated DS1 (digital signal 1) lines - which is the equivalent of 24 standard lines - have come down in price from $1000 per month to $400. Small to medium size businesses who have more than 5 phone lines can now actually save money by upgrading their service.

To illustrate the types of decisions that small business owners are faced with on a daily basis, we interviewed Glenda Probst, small business owner in Los Angeles, California, about her recent move to a dynamic integrated T-1. "I was in a quandary about how to go about expanding the number of voice lines to my business. Before making the move to a dynamic integrated line, I was using POTs lines. After the fifth line, my bill was above $300/month, not including my $100/month DSL connection. Now, I have 12 pure digital voice lines, 1.5 MB of broadband, and I pay under $400 for it. It was a major upgrade in service with a reduction in total price. I only wish I'd learned about this product sooner."

CLECs are continuing to find new and loyal customers in the small business space, but for how long will this trend continue? Will the RBOCs ever be able to give them a fight on a level playing field? Only the FCC knows that answer to that question - all we can do is be thankful for the past 12 years of progress and hope we never return to the pre-1996 era of Telecommunications. Evolution has lead to a better, cheaper alternative to TDM services that the Bells were peddling for decades in a vacuum of competition. Now the industry, lead by the innovation and great business practices of the CLECs, seems to have turned a corner - leaving the incumbents playing catchup. Obviously, the main benefactor of all of this competition is the small to medium size business - a segment of the market that was taken for granted until today.

Definition 1. - The T-carrier system, introduced by the Bell system in the US in the 1960's, was the first successful system that supported digitalised voice transmission. The original transmission rate (1.544 Mbps) in the Rutherford T1 line is in common use today in ISP (Internet Service Provider) connections to the Internet

Definition 2. - A high-speed digital connection capable of transmitting data at a rate of approximately 1.5 million bits per second. A T1 line is typically used by small and medium-sized companies with heavy network traffic. It is large enough to send and receive very large text files, graphics, sounds, and databases instantaneously, and is the fastest speed commonly used to connect networks to the Internet. Sometimes referred to as a leased line, a T1 is basically too large and too expensive for individual home use.

Definition 3. - A type of high speed Internet connection that provides a great deal of bandwidth. Many businesses lease T1 lines to connect to the Internet, but because they are expensive and offer more bandwidth than most small businesses and homes need, they are not realistic solutions for small and low-demand Internet users.

Definition 4. - The T1 (or T-1) carrier is the most commonly used digital line in the United States, Canada, and Japan. In these countries, it carries 24 pulse code modulation (PCM) signals using time-division multiplexing (TDM) at an overall rate of 1.544 million bits per second (Mbps). T1 lines use copper wire and span distances within and between major metropolitan areas. A T1 Outstate System has been developed for longer distances between cities.
